At the beginning of the animation, we witness the explosion of a bomb in Tokyo in 1988. This explosion causes the complete destruction of the city and the start of World War III. 31 years later, a new city called Neo-Tokyo is established. This city has numerous social problems such as student riots, political instability, and worst of all, biker gangs. One of the members of these biker gangs is a motorcyclist named Tetsuo. He is arrested by the police one day after a collision with a strange and mysterious teenager.
